I don‘t think we have players who outright refuse to do what the game rules are, if anything by accident. There can‘t be an accident with „you have to vote someone“. If like you said someone still is sour and refuses then either hostkill or he becomes the lynch to finish the game. Why not? Seems like the best solution imo.
