Ok I Finished the cleaning completely

Rating:
* The whites are totally white. (YES)
* The blacks are totally black. (YES)
* Uniformed greys (i.e. solid/patterned). (most of them)
* Clean borders (i.e. straight and not noised). (90% of the time)
* Redrawing done whenever needed (for removing japanese text or fixing crappy lineart). (YES)
* Page size should be constant and about 1100px-1500px height. (Yes)

First off I would resize it to around 1100px height.
It's definitely not HQ though, since the greys are gone.

Yes I agree with Fnuck it's MQ at best not only are the grays gone but you lost detail in the line art where you appear to have leveled the grays out. The white detail lines are no longer as good as they were either and would need redrawing. And definatly resize to 1100 or 1200 px height.

Edit: Due to the detail loss it's really LQ. Also to be HQ you would need to straighten the pages and do the borders as well. As for the typesetting you are crowding it in with the bubbles and line edges it's left aligned and not center aligned. And the font is a little hard to read. I hope this helps. ^^

There is to much filter on the Naruto logo. And it isn't cleaned at all. The white lines around Sasuke are messy, not always complete and they aren't even white more of a shade of gray. There are specks of dust in the blacks in particular around transition points or small areas like the end points of Sasuke's hair. The line art seems a bit faded to me as well. The borders are fading where they are next to white (ie Sasuke's shirt) and messy overall not the same size, shade or eveness. The fan on Sasuke's back is overleveled on the bottom half and stripped of anit-alias.

Well i tried to do this just like in the guide
and this is the result:

First, it's over-leveled. The blacks aren't fully black, the whites also have dust in them. The over-leveling made you loose white detail lines in the middle right panel, and detail/ general anti-alias, same with the other lines. The borders aren't aligned with each other, they aren't consistent with each other (in thickness and such). Personally I re-draw all of my borders now. I use this tutorial for borders. When re-doing the borders, you will have original border in the picture, like in the left upper panel in sakuras arms, you need to remove this. I do it with the pencil tool and the brush tool, if I were you I'd only use the brush tool since it's easy to slip up with the pencil tool if you don't have complete control of it. You need to do the grays, and remember to stroke the lines inside the grays before you re-do them, and this means all the lines, not just the broken ones. Also, on the bottom panels there's a white space under them, this should have been cropped out (if it's in the original psd, if imageshack put it there then it's ok.) Lastly, it looks to me like the page isn't rotated correctly. Unfortunately, I can't judge correctly on this since my comps on an inclined plane and since you don't have the raw to compare to.

please post the raw for a better comparison.
