beware, if you havent read naruto chapter 367....just stop were you are and go back...big spoilers here....
Anyway, not sure if this is a theory..but...i was reading past chapters of naruto...and re-watching the anime(yeah...im sure im not the only who does that ^_^)....we learned that kushina was from the Whirlpool country(Uzumaki no Kuni?). well, while watching/reading the previous chapters/episodes, i noticed that before Minato became the 4th hokage, the ninja attire didnt have the red swirl on them. also, they didnt have the scroll pouches on their chest...maybe that was an influence from Kushina?
