okay i understand kishi writes the storyline so that they loose, but lets take a look at how powerful puppet manipulation can make you.
for example they use a lot of poison and can easily administer it through hidden weapons and smoke bombs. they can build their own puppets, which means if one has a weakness, they can build another one to counter the weakness. their mid to long range fighters so taijutsu is at a disadvantage unless coupled with lee-type speed(which is rare). ive seen a lot of ninjutsu techniques, and can easily see a puppet to counter most of them. genjutsu would most probably be the biggest problem but sasori realized about things like that, and kept himself hidden away in a puppet, u cant use genjutsu on a puppet can you? .
not only that but their techniques are unbelievable, for example kankurou has a puppet which traps you inside it whilst the other one stabs you to death (that ensures a clean hit everytime), and even if you dont die the poison on the blades will surely kill you in time. chiyo baa was able to attach chakra strings to sakura and sasoris puppet , and control both of them from a distance. which means puppet masters can attach chakra strings to their enemies as well as team-mates, and do what they like. kankurou even entered one of his puppets and hundreds of rocks fell on it, and he and the puppet emerged without a scratch. and let me not forget sasoris ability to turn people in to puppets and use their jutsus, so a puppet master is not without other techniques. i mentioned earlier that a taijutsu user would be at a dissadvantage against a puppet user, unless they were as fast as lee, but even so, if you watch kankrou vs sasori you notice his puppets were moving at extraordinary speed, and he still had enough control to send one underground. tenten uses a lot of weapons but unlike her who can only be in one place at a time, you can build a multitude of puppets and lauch weapons from multiple directions simultaneously. if any puppet master had a collection half as good as sasori's (which included a kazekage) they would definitly be classed as s-class and dangerous.
dont get me wrong im not about to say puppet masters are the strongest, but they really dont get that much credit for their power , and im sure some people agree with me.
