well for me my favourite mangaka is and one you should have a look out for is

1)shinjo mayu
2)hino matsuri
3)tsuzuki moe
4)Yoshihara Yuki(funny stuff XD)
5)asami miyabi
6)shigano iori
7)furumiya kazuko

- Ako Shimaki
- Shinjo Mayu
- Yayoi Ogawa (josei)
- Hino Matsuri
- Ai Yazawa
- Hwang Sook Ji (the one who did H2o)
- Saito Chiho

Newest series by Aihara Miki called Honey Hunt. It started being published around january in Cheese! magazine (where a lot of Shinjo Mayu and Kayono is published) For the moment it's not at all sex oriented like her first publishment in Cheese! "Teacher's Pet", but I find it to be quite interesting and looking forward to what's coming up in the story. (Aihara Miki is also author of the huge hit Hot Gimmick, which was published in BetsuComi. First volume of Honey Hunt will be out this tuesday the 26th by Flower comics).
In the bimonthly magazine Margaret (where Parfait Tic was published) there's a new manga which started 2 editions ago called Otona Pink (sorry fogot the author's name) for those who like the Teacher-Student romance/love triangle.

In no listed order because they're all just good and I can't really decide:

Ai Yazawa
Chiho Saito
Itsuki Natsumi (because I love well-done series with plenty of character tension)
SHIINA Ayumi
Obana Miho (Kodomo no Omocha was just really darn good!)
Hino Matsuri
Reiko Shimizu(Kaguya Hime was really pretty but draggy with too many characters. However Himitsu and Wild Cats were rather enjoyable.)

Oh-ho, I was actually just thinking about this today.

Yazawa Ai, Aihara Miki, and Kayono are currently at the top of my list. I also keep an eye out for Ogawa Yayoi, Yuki Kaori, and CLAMP...although the latter isn't doing much shoujo these days. Still waiting for "X" and "Gouhou Drug" to pick serialization again. Boo hiss.

Not exactly Shoujo but Sumomo Yumeka is really doing great works :)

Aya Nakahara (Lovely complex is the funiest shoujo i've seen since a long time^^)

I don't read a lot of shoujo but these 6 mangaka are great in my view :)

Kitagawa Miyuki (I couldn't get into Tsumi ni Nureta Futari though...)
Sugi Emiko (there won't be a work from her anymore, but I still want to mention her here)
Yoshizumi Wataru (there's the nice feel of gentleness in her art and stories, even though I find some of her storylines to be too monotonous sometimes)
Chiho Saitou (I like her art and I find myself get interested and curious to read whatever new works she produces)
Kusunoki Kei (in the same way as Chiho Saito but to a lower degree of interest)

Hmm guess that's all...
