Still, the death of a FL is because Gussy revolted. He started this war and regardless of process or method he used, a FL did die which was thought to be impossible for towerborns. This might give them a hope.

I don't think normal people would know about Gustang's goals. Maybe they simply think that there is a conflict between the Po Bidau family and the empire. After all, Zahard is preventing it from becoming a real war.
They might view him as Messiah even tho they might still resent him after all it's because of him, a FL died.
