I wouldn't be surprised if urek gave her the ticket simply because she is pretty. At this point in the story urek probably does not understand the significance of his status as irregular. I suppose over his climb he will run into folk who will try to use him for it... It wouldn't be THAT weird for FUG to be right around the corner to try and snatch urek.
