Definitely Wahl.

Neither Wendy or Lucy is Spriggan tier. Together, they probably couldn't even beat the weakest Spriggan. In my opinion, Wahl outclasses them in almost every stat. He was even a challenge for Laxus who was a little weakened at the time.
