Why isn't Erina the 9th seat?

So yeah there is that thing that has been bugging me for a while. I understand that Hayama made the Elite 10 (which was totally predictable and the reason for him to join was cheesy and totally overused stuff in shonen manga) but why would he be ranked higher than Erina?

Erina wasn't even allowed to enter the Tōtsuki Autumn Election where Hayama got the first place and was a part of the Elite 10 before Hayama... Wouldn't it make more sense to give her the 9th place instead of Hayama?

I mean I would understand it if the vacant 3rd, 7th and 8th seat would be filled in by her seniors (maybe Eizan as the 7th seat now?) but why in hell would they rank Hayama higher than her?

Because Azami gets to set the tentative order to the Elite Ten and chose to keep her in original spot?

I don't think it matters right now, Erina has other concerns than which seat she is
