I usually leave a blank space if there’s significant space between blocks of text (in bubbles or otherwise), and no blanks if the bubbles are right next to each other or are partly joined... I also go in the order of lines said and do not separate by different characters speaking (unless it’s a quick banter and it’s pretty obvious who’s speaking what)... this results in longer files, but I think it’s easier for people to follow.
