Hyuma Hoshi, the protagonist of Kyojin no Hoshi ("Star of the Giants") had rivals like Mitsuru Hanagata, Yusaku Samon, and Ozma. In Ashita no Joe ("Tomorrow's Joe"), Joe Yabuki's rivals were Toru Rikiishi, Carlos Rivera, and Jose Mendoza. Ogami Itto from Kozure Ohkami ("Lone Wolf and Cub") had Yagyu Retsudo. But in Golgo 13, there are no rivals. The blind sniper, Ixion, from Chapter 9 (Côte d'Azure), and Dave, from Chapter 17 (The Blood-Stained Stadium) of this volume, may be categorized as "rivals" in some sense. But definitely not in the same way Mitsuru Hanagata was for Hyuma Hoshi, or Toru Rikiishi for Joe Yabuki.
In these works, the protagonists evolved through conflicts with their rivals, and friendships were formed through the fires of fierce competition. They were also surrounded by a web of complex human relationships. Hyuma Hoshi had his father Ittetsu and his friend, Chuta Ban. Joe Yabuki had Danpei Tange and the children from the slums.
However, Golgo has no such rivals. He has no master, no friends, no family, no lover. He is always alone. If by chance he does come across a rival, he must eliminate that rival if he wishes to live. There is no room for competitive rivalry, let alone friendship.
Human growth through rivalry, love and friendship, suffering, distress, joy, sadness... These elements may seem essential to any storyline, but they are nowhere to be found in Golgo 13.
Even still, Golgo 13 continues to leave an impression on us. Golgo is said to be the biggest mystery of the 20th century, but the mystery has continued even after the turn of the century. The work has a appeal that is both strange and fascinating.
Chapter 17: The Blood-Stained Stadium Having set a new world record for metallic silhouette at the Olympic Games, Dave Krueger is a prodigal marksman of unparalleled skill. Golgo makes the mistake of allowing Dave to sneak up behind him, but for whatever reason—be it carelessness, overconfidence, or gamesmanship—Dave decides to postpone the duel until later. Despite being an equal or possibly even superior marksman than Golgo, this lack of resolve ends up becoming his downfall.
Golgo may have just lucked out in prevailing over Dave. But his ability to take that bit of luck and turn it into an opportunity was what truly shattered the prodigious amateur's overconfidence.
By the way, after Golgo eliminates Angela (Dave's sister), the assassin sent in by Nicholas Melangie, he stuffs the corpse into a trunk and mails it back to her employer. One questions whether, given his reputation as a cold professional killer, he really should have gone to such an extreme just to fuel his opponent's hatred. Though it's only fair that he retaliate against his enemies, Golgo shows his youth here. He should have kept his cool, and proceeded to solemnly taken out of his target.
Chapter 18: The White Deadline Golgo's actions in this chapter have left many readers befuddled.
First, in taking out the target, Golgo would have had a much easier time sniping from afar. But instead, he chooses to ski over to the target, allowing his enemies to notice him and return fire. Why would anyone decide to carry out such a risky plan?
Next, he should have packed up and left immediately after finishing the job, but for some odd reason, he checks into a nearby hotel and chats with his client over the phone. This gives the backstabbing client the opportunity to attack him.
He also escapes into the snow-covered mountains without any equipment. A very careless mistake for a man who never ceases to distrust his clients.
Working so hard to prevent the woman he met in the mountains from freezing to death is also uncharacteristic of Golgo. However, the scene does show that some traces of human emotion still reside within his soul. Though the chapter is almost universally panned by fans, I've personally grown somewhat fond of it, the same way I've grown fond of Within You Without You by The Beatles.
Chapter 19: Via Beirut Hoover from the CIA, Kinisky from the KGB, Hume from MI6, and O'Mailley from French Intelligence. The "Big 4" intelligence personnel of Golgo 13 make a joint appearance at the start of this chapter. But the real leader of this pack appears to be an old woman named Mother Yehoshua, whose true identity remains a mystery.
Golgo skillfully takes out the six targets in his usual fashion. But who is this "Insect" that the last target mentions with his dying breath? The story has not yet concluded.
Chapter 20: Insect: The Last Spy Golgo is pissed. This is one of the rare instances throughout the series that Golgo truly appears to be burning for retribution. His enemy ordered the director of the Swiss Bank to try to assassinate him, meaning this is no ordinary foe. In order to identify this mysterious enemy, Golgo uses up his life savings to lay a trap of epic proportions.
Passionate lines like "This is the first time I've felt a fire ignite within me," "I'm putting everything on the line," show that Golgo really wants this. But still, using a film set to weed out the enemy...?
Chapter 21: Love is a Knife Ben the hitman assaults Golgo with his knife. Golgo is caught unaware, but he happens to block the incoming knife when he readies his gun. Again, Golgo's is an incredibly lucky man. Incidentally, another interesting point is that the appearance of a fake Golgo means that Golgo has now become a very well-known name in the business.
Chapter 22: Dr. V. Walter The client, KGB intelligence agent Olga, has a thing for Golgo, and is torn when her superiors order her to eliminate him. There's an interesting frame layout in the scene where Olga can do nothing but stand and watch while her comrades engage Golgo in a gunfight. She ultimately commits suicide by consuming poison, whispering a sad "Do svidaniya (Farewell)..." in her dying breath.
Chapter 23: The Inland Zone Golgo exercises the utmost care in making contact with his clients, usually coming up with his own way of appearing before them. But this time, the client is the one that outsmart him. His line "You had me thinking it's customary to hit someone when you ask them a favor in Bolivia," allows a little bit of the vexation to ooze out.

In various interviews, Takao Saito has explained that a certain reflection he had during a childhood math class was what motivated him to create Golgo 13: "1+1=2 is just an arbitrary idea that only applies to mathematics."
"1+1=2" is one of the most basic and established facts in our world. It's an undeniable truth that leaves absolutely no room for discussion. But the young Takao Saito refused to think of it that way.
And this came at a time of defeat, when Japan had just lost the war. The "justice" preached by teachers and adults turned tail overnight. Societal values collapsed, only to be replaced by another set of values labeled "American Democracy." And teachers and adults continued to preach justice to their children, shoving away the old...
The birth of the character Golgo can be attributed to this adverse reaction Takao Saito had to the forced values of his childhood. I believe the secret to Golgo 13's appeal, or rather, its omnipresence, lies somewhere along these lines.
Chapter 11: Where The Stagecoaches Ran If The Howls of Delos (Chapter 2), was Ohoka Seidan-like, then this chapter is Mitokoumon-esque. Tokugawa Mitsukuni, also known as Mitokoumon ("The Elder Lord of Mito"), hides his aristocratic status and travels across Japan, interacting with the common folk under the guise of a retired silk merchant. However, he seems to run into trouble wherever he goes, whether it be abusive officials, greedy merchants, or plotting elders. After these evil men have done all they can to make the people suffer, Mitokoumon reveals his true identity and cries, "I shan't forgive you!" And proceeds to punish the bad guys.
Each episode follows this exact same pattern. But it never gets old seeing the previously belligerent bullies suddenly scraping their heads to the ground in reverence when they see that one of the elder's retainers is holding up the Tokugawa family crest.
In Golgo's case, he neither tries to conceal his identity, nor does he intend to save people from evildoing. In fact, he remains unfazed even as a man is being murdered right in front of him. However, the evil gang gets carried away and makes the fatal mistake of attacking Golgo, leading to their total annihilation. Though there are some significant differences, the scene where the gang boss panics after discovering Golgo's identity is reminiscent of the evil officials prostrating themselves in front of the Tokugawa crest, and adds some real kick to the chapter.
Though Mitokoumon leaves every locale showered with cries of gratitude, reactions are mixed among the townspeople saved by Golgo. As the crowd parts, allowing Golgo to pass, they appear more fearful than grateful of the man who managed to destroy the evil gang in a matter of seconds. A very impressive final scene.
Chapter 12: GT the Sniper The various methods for seeking out Golgo's services are revealed as the series progresses, and this chapter marks the first time we see one of these methods in action. In this case, Golgo himself is pretending to be Golgo's contact.
The client grows impatient of the contact who repeatedly refuses to take him to Golgo. When Golgo reappears in front of his clients, he goes, "Forget about that... Tell me about the job..." He wants to have his own way with everything, as usual. When they remain suspicious of him, he answers, "The contact did his job within the 4 hours... And now the man himself has appeared in person..." As if to chide them for their stupidity. Even still, all this was done in the spirit of caution. Golgo trusts no one, even those that have sought out his services.
Speaking of caution, Golgo frequently sleeps with women before the job, but he hardly glances at the two beauties offered to him by the client in this chapter.
Golgo calmly refuses, explaining it off as a work habit, but did he refuse because he knew he was under surveillance and preferred not to have an audience? Or were the two Chinese beauties not to his liking? No—In this case, the most logical interpretation is that he thought there was a chance of him being caught off guard if he took on two women. There are zero instances throughout the series where Golgo takes on multiple women at once. Threesomes just aren't his thing.
Chapter 13: Melancholy Summer Apparently, Golgo makes a top-notch detective as well.
The target escaped the country by faking a marriage. The logical conclusion is that the woman was just a tool he used to make his escape. However, Golgo makes a deduction of his own after he learns that the couple had stayed at their honeymoon destination, the island of Malta, for nearly 10 days. His deduction is that the target's marriage might not turn out to be so fake after all. Despite the client's protests, Golgo continues to keep watch on the woman. Though it's pretty much taken right out of a TV detective series, the ending to this episode is almost unbearably sad.
Golgo was the only one who realized that the love they shared was real. And Golgo also becomes the one to bring their relationship to a close...
The chapter marks the first appearance of MI6 DG (Director General) Hume, another recurring character throughout the series.
Chapter 14: Bannings the Hunter Bannings is introduced as an ICPO detective who has devoted himself to investigating Golgo for the past three years. Upon receiving his report, his superiors devise an ill-conceived plan to ensnare Golgo in a sting operation. Through his exhaustive investigations, Bannings knows better than anybody that Golgo isn't a man to be apprehended so easily, but his protests are ignored. As expected, the sting ends in a failure, and Bannings gives up his badge, challenging Golgo to a one-on-one battle. However, Bannings choose to shoot down the "bait" of the sting operation, Jim Henderson, sacrificing his life to destroy evidence of the ICPO scandal. Golgo's decision to burn the recording of the testimony may have been a salute to the man's tenacity.
Chapter 15: WHO!? A hitman named Yellow Dashe has slipped into the manor of a wealthy individual disguised as a guest. The story progresses as a sort of mystery novel reminiscent of Agatha Christie.
The wife, Nancy, had broken ties with her dark past of helping Dashe carry out his hits, becoming a member of the social elite. When her "past" returns to take revenge, she is saved in the nick of time by Golgo, who had disguised himself as a priest. Though her "past" is now gone for good, Nancy is shocked to hear that her husband had known about Dashe all along, and silently flees the manor. It's a subtle touch of female emotion.
This chapter also contains a rare instance where Golgo conscientiously reports back to the client after completing his job.
Chapter 16: An Intersection of Murderous Designs Two clients request Golgo to assassinate the same individual. Though the situation was arranged in part by the first client, Golgo's acceptance of both jobs is technically a breach of his own protocol. The clueless Jonathan Earp approaches Golgo as planned, playing the part of a complete "fool." One questions whether Golgo should really be tricking innocent citizens, though Earp may not be so innocent after planning and taking part in a murder.
Also in this chapter, Golgo makes the near-fatal mistake of not noticing the time bomb planted in Earp's bowling ball. He appears very surprised in the scene where the bomb explodes, and quite honestly, it was pure luck that prevented him from being caught in the explosion. Though he coolly analyzes, "Something else must've been going on... Something that had nothing to do with me..." he's clearly shaken up. Golgo hones his abilities by learning and adapting from incidents like this, but having a great deal of luck may also be an essential requirement of any professional hitman.

Golgo 13 began serialization in 1968. Those were the times of the Cold War, symbolized by the nuclear arms race, the Vietnam War, and other surrogate wars between East and West; led by the Soviet Union and the United States, respectively. Japan was no exception to all this, and in politics, conservatism dueled against progressivism. In culture, the generation of youths led mass student protests, heightening student political activism more than ever. Justice was debated, both in Japan and across the rest of the world, purely in terms of black and white. Left and right. The age can be said to have marked the heyday of political ideologies. And Golgo 13 began with this age as its current scene.
However, the protagonist of this narrative chooses neither left nor right. He is neither conservative nor progressive. He upholds no particular ideology. And not to forget, he is a criminal who makes a living through murder. Regardless of its fictional nature, for a work targeting an adult audience, the protagonist's character was so far removed from the trend of thought of its time.
But this narrative was an astounding success. The biggest reason for this was that readers were able to empathize with the character of Golgo. In an age where justice was a constant theme, and when narratives, in manga, television, or literature, always upheld good and condemned evil, Golgo 13 was completely unique. Why this brought empathy remains a mystery, but it is indeed a curious case in terms of sociology and psychology.
The fact that Golgo 13, 34 years after its inception, is still maintaining a tremendous level of popularity, provides us with yet another surprise. Many theories can be developed regarding this mystery, but to name one in particular, it is because Golgo 13—both the character and the work itself—do not operate based on contemporary ideologies. They have constantly pursued the most basic elements of being human. Common sense, justice, are all temporary illusions. Golgo constantly pursues his own, unique lifestyle, which is neither temporary, nor based in illusion. It is his steadfast walk along the human path.
An empathy for his manner and lifestyle. That may truly be the biggest reason for Golgo's popularity.
Chapter 5: Sleepers in the Cage This undoubtedly ranks among the best of the early chapters. He goes to prison just to eliminate a criminal on death row, and once inside, places himself on death row in order to approach his target. He then cunningly guides the other into escaping, and hearing the target's cries of joy, proceeds to cruelly shoot him down. A hard-boiled manga in the true sense. He even employs a scientific property, halation, to make his way out of the once-inescapable prison without a hitch. As his target, Zallas the Blue-Eyed remarked, he really is an unbelievable man.
However, Golgo still shows signs of his youth at times. In the last scene, he tells Zallas, "They said they didn't have the patience to wait for your execution." But how unbecoming is this, for a professional hitman with a reputation for absolute secrecy. Though indirectly, he is essentially revealing the name of his client to his target. The Golgo of later years never pulls a stunt like this, even when he is absolutely certain of his target's eventual death. The reason for this is because there is always the smallest chance of his target living, and that would represent a betrayal of his employer's trust. Even when the chances are slim, or next to none, it is still a chance.
By being critical of the early Golgo in this manner, I may be doing so unfairly, and in hindsight. However, ironclad rules are created through constant experiences like this chapter. And fans begin to empathize with Golgo's uncompromising iron will.
Chapter 6: The Midnight Sun Wails for Love Kazuya Kudo, who would later become a scenario writer for Golgo 13, says he first read this chapter at a lending library during his youth, and was astounded the moment he saw the first page. The opening's movie-like cuts were so far removed from his preexisting notion of manga. The chapter ended like a foreign film, and he explains he was very much moved, realizing "Comics have come this far, can express this much" (excerpt from interview in THE Golgo-gaku). Film director Makoto Tetsuka agrees with this notion in THE Golgo-gaku, explaining that Golgo 13 is very movie-like in its layout and pace, and that the work is a pioneer in employing those techniques to picture narratives. The work's influence on later works is undeniable.
Among all of the chapters, this one contains one of the rare emotional storylines. It is composed as a love story of sorts. The title text is also special in that it is hand-drawn, and not typeface like most of the others.
In the last scene, the woman in the story follows Golgo after their one night stand, and sees him carry out his assassination. Golgo shows signs of shock, and after a brief moment of hesitation (he is shown sweating), he shoots the woman. He had no other choice other than to eliminate her. However, the fact that he had not been aware of being followed by a total amateur, again shows his youth. In this sense, Golgo's inexperience was what really took the woman's life.
Chapter 7: Booby Trap This chapter gives us an idea of how sharp Golgo's analytical skills are. He correctly determines his client to be a bureaucrat from his reaction to the French anthem, and instantly memorizes the characteristics of one of the hitmen, disposing of him when they meet for the second time. He also realizes the woman he abducted is an operative when he orders her to remove her clothes. The woman responds, "I won't try to run, I promise!!" to his request, unwittingly revealing that she is no ordinary lady.
When the woman asks Golgo what her mistake was, he graciously (?) explains: "There's only one thing an ordinary woman would imagine... If a man tells her to remove her clothing..."
Also in this chapter, we are offered a glance into Golgo's internal dialogue: "Without even knowing how many are out hunting... How will you escape!? Golgo 13!!" It is very interesting that he also refers to himself as Golgo 13.
Chapter 8: The Black Simoom This chapter begins with a shocking scene where Golgo is about to be executed by a firing squad. The wily Colonel Kaiyote appears, and Golgo is saved, but what would have occurred had there not been a sudden interruption? What was Golgo planning on doing? He certainly must have had no intention of going out like that, but with both hands bound, and a firing squad standing before him, it was definitely the most desperate situation of his career thus far.
This sort of scene begs the question of how Golgo would escape such a situation on his own...
Chapter 9: Côte d'Azure Ixion. The blind sniper who draws and shoots with godly speed and accuracy, and who even Golgo would not have been able to defeat head to head. Ixion is the first real rival that appears in Golgo 13. In order to defeat this formidable opponent, Golgo surprises Ixion by momentarily throwing away his weapon; the tool of trade for the professional hitman.
Golgo begins to walk off after defeating Ixion. However, he turns and shoots Centaurus, the Seeing Eye dog, who refuses to leave his master's side. This action isn't as cruel as it may seem. Golgo simply decided that it would be best to send Centaurus off with his master, a rare instance where we catch a glimpse of Golgo's compassionate side.
Chapter 10: Golgo in the Sandstorm June, 1967. Israel emerges victorious in the Six-Day War in electrifying fashion. The premise of this chapter is that Golgo contributed to the Israeli victory by carrying out a hit ordered by Israeli Defense Minister, Moshe Dayan. This is the first chapter where real-life individuals appear as characters, and the first time Golgo is depicted within the frame of a real historical event.
Golgo makes contact with his employer, Dayan, in his own unique way. As usual, he is supremely distrustful and cautious, even towards his clients.
The top secret operative, Insect (whom Dayan mistakenly assumes to be a man), mentioned in this chapter is actually an important character who makes several appearances later on. However, the operative's true identity is not revealed all the way until Chapter 20.

Golgo 13's level of depth and originality is unparalleled, not only among other Japanese picture narratives, but across the world. However, even this work was a simple, spy-on-spy action series at the time of its inception.
Golgo, at this stage, displays self-preservation instincts like a wild beast. He exhibits unending stamina in the bedroom, dresses like a dandy, and was probably even an epicure. With total confidence in his skills, he shows flashes of humor, sarcasm, and even makes quite a bit of conversation. Though probably meant as eye-pleasers, there are many purely superfluous action sequences, fist-fights, and gun firing, and after the job is done, Golgo even enjoys a smoke with a cold smile on his lips.
Meaning, his personality was quite different from the silent, stoic, and haughty philosopher that is the current Golgo, and the one we have grown so accustomed to.
The individuals central to the script at the time were Takao Saito, and the emperor of original picture narratives, Kazuo Koike. The chief editor was the founding editor of Big Comics, Yunosuke Konishi, who would later become executive director of Shogakukan.
During the early stages, the work features Koike's uncompromising steps into the life of his main character, a trademark of his scripts, as well as a nice, typical storyline which allows the work to develop at a brisk pace. However, one must also recognize significant influence from the 007 series films in these works. Or rather, I believe Golgo 13 began as an epigonen (rip-off) of the 007 series told from the post-war, Japanese perspective.
Though I've just disparaged the work as a rip-off of the 007 series, I am not condemning that idea in any way. Other popular series around 1968, when Golgo 13 first began, were works like Kyojin no Hoshi, and Ribbon no Kishi. Indeed, we must salute Takao Saito's grand scheme of attempting to create a work like the 007 series during an era like that. In fact, the Nikkatsu action films, which gained enormous popularity throughout Japan shortly after the work's publication, were influenced far more by Golgo 13 than the 007 series.
But to think of how this work evolved, over such a long period of time (all under the guidance of a single talent, Takao Saito), quite honestly drives me speechless. A near miracle was performed with this work. I will expand on this statement in later installments, but in any case, I wish for fans to read the early chapters of Golgo 13 over and over again. Understanding why the very existence of this work has been dubbed the biggest mystery of the 20th century, amounts to the very reason for choosing to read it.
Chapter 1: Operation Big Safe The commemorative first chapter of Golgo 13 begins in the infamous red-light district of Hamburg. After battling one out with the courtesan, Golgo stands at the window dressed only in a pair of briefs, puffing some smoke off his cigar. His eyes are sharp and glittering, but in terms of a debut, it's a little on the lame side. The courtesan puts on a devilish little grin, and approaches Golgo from behind. The next moment, Golgo reflexively punches the woman, but his surprised "Ugh!" shows the action was out of habit. The scene is important in first exhibiting Golgo's well-known habit: "Reflexively attacking anyone who tries to approach quietly from behind." Afterwards, he drives off the two men who come into the room, and gets as far as escaping outside, but is surrounded by police and ultimately arrested. Is it his inexperience, or his klutziness...?
Being the first chapter, the work provides a great deal of background information on Golgo, like the origin of the name Golgo 13, his weapon, and his habits as a professional hitman. It also reveals how he never unquestioningly trusts his employers, preferring to making contact with them on his own accord, how he only accepts payment in full before the job, how he never accepts any line of work other than assassination, and how he always has an escape route planned out beforehand. All of this goes to show that the young Golgo has already grown accustomed to the hellish work environment of the professional hitman.
However, he still shows signs of inexperience. Not only is he captured by the police at the very beginning, he is also quite talkative throughout the chapter.
When Golgo reveals himself to his employer, the agents begin to ask him various questions, and he takes his sweet time responding to each one of them. He even sounds like he is boasting when he explains how he tracked the agents to their hideout. The Golgo here is still very, very young. He also proceeds to sit down when the employer offers him a seat, and gets into a little bit of trouble with the other agents. From this point on, Golgo is never seen sitting in front of his employer—usually preferring to remain standing with his back to the wall—and presumably, he adopted the habit from this exchange.
When he receives his payment in cash from his employer, he jokes "I gather you won't need a receipt?" but I find this also unbecoming of him. The employer, of course, responds with "..." The joke is thoughtless and humorless, ignoring the other's position and emotions. He also has a little laugh by himself when he surveys the mansion where his target is hiding, and calls the female operative "my beautiful assistant." This too, can be attributed to inexperience. The later, more mature Golgo never underestimates anybody, even a small child, but at this point, he still has a tendency to trivialize his opponents.
Even still, his inexperience is only relative to the later, complete Golgo, and for an (approximately) 20 year old youth, he should be considered a frighteningly calm and methodical individual.
Chapter 2: The Howls of Delos Golgo infiltrates the island of Delos at the request of the French Intelligence Agency, and finds himself up against a member of the same trade, Bonet. The two exchange introductions, but do not shake hands. Golgo thinks it out with himself: "A pro never offers his own hand..."
Golgo's target were the wife and son of the French minister of defense. The two are under strong suspicion of being impostors, but Golgo accepts the job on the condition that he is allowed to investigate and determine the authenticity of the pair himself. The manner in which he correctly identified the two impostors through his rifle scope is, in my opinion, one of the best scenes in the entire volume.
Both Mr. Saito and Mr. Koike, the script writer, had a great deal of involvement in Japanese historical films, so they were undoubtedly familiar with the stories in the Ohoka Seidan (lit. "Ohoka's Book of Political Stories"). One of the stories is about a parentage dispute. With two women claiming to be the true mother of a child, the case is brought to the attention of Edo's (modern-day Tokyo) southern district magistrate, Ohoka Echizen no Kami, who determines the true mother to be the first who let go of their hands when they engaged in a tug of war with the child's arms. Echizen no Kami explains that he felt no motherly affection radiating from the woman who ignored the child's cries of pain, continuing to pull his arms towards her. The true mother let go immediately because she couldn't bear to hear her child's pained cries.
Golgo discovers that the pair are impostors using this "Ohoka style" method of judgement, but it is still uncharacteristic of him to fall for a simple trap like the one laid out by Bonet. He hadn't noticed the numerous security cameras, or the fact that his sniping had been captured on tape. Golgo seems to have learned his lesson from this job, and it goes without saying that, from this point on, he pays close attention to his surroundings up until the very conclusion of each chapter.
Chapter 3: Perversion of the Wolf and Rose The most memorable part of this chapter for me is the scene where Golgo is seen giving a firm handshake. It is the first of only two instances throughout the entire series where we ever see him like this.
Of course, Golgo wasn't shaking hands for just any old reason. He needed to become acquainted in order to complete the hit. However, from this point forward, Golgo rarely ever offers to shake hands with anybody, even when doing so would prove beneficial. There are no instances where his safety is threatened for doing so, but regardless, this is an important scene showing us a Golgo handshake for the very first time.
Chapter 4: The Faded Crest Golgo is revealed to have professional-level skiing skills. He crosses the border using those skills, and infiltrates the Hungarian secret police headquarters unfazed. He also never ceases to distrust his employer, as is usual.
In this chapter, we are introduced to the first of several austere supporting characters: CIA director Hoover, and KGB (KGV in the actual chapter) director Kinisky.
The employer, Krueger, had intended to manipulate Golgo from the very beginning. Golgo was fully aware of this, but arrived in Hungary regardless. Krueger makes his own assuption, "Even so, there was the ten-thousand dollars... The human weakness." To which Golgo responds with "..."
In interviews, Takao Saito has explained that Golgo's "..." is meant to allow the readers many different possibilites and interpretations. In this sense, Golgo had certainly not come "strolling over... for ten thousand dollars" as Krueger implied. Did he arrive knowing that it was a trap, did he arrive wanting to discover what sort of trap was awaiting him, did he want to expose himself to danger, or was he displaying his confidence in being able to handle any kind of situation...? Indeed, Golgo's "..." does open the door to many possible interpretations.
Also, there is a scene later on in the series where Kinisky recalls memories of his first meeting with Golgo (Chapter 24: Aerial See-Through), which is thought to have occured sometime during or after this chapter.
