Mira in Alegria Soul didn't evaporate a lake, Natsu was the one who did that. All she did was evaporate a bit of seawater.
Her AoE damage isn't impressive at all either considering the fact that Juliet and Hyhne didn't even take any damage from her nuke.
Minerva's magic is cool but like you said, it's hax, which means it probably wouldn't work on a Spriggan level opponent.
God Serena fodderized the GoI. Do you think Mirajane and Minerva could do the same?
So overall, I'd say that God Serena wins around mid-diff. With Kagura, the fight could probably go either way.

The GoI is not a formidable force.
They should have been, but the way Mashima wrote them, they were nothing more than 4 Ishgarian wizards.
GoI was nerfed as hell by Mashima. Even though they are
supposed to be Ishgar's 4 strongest mages, it's pretty safe to say that they are nowhere close.
GoI was treated as a total joke in this arc and was off-paneled due to poor writing. If Mashima hadn't trolled them so hard, the GoI would have easily 4v1 God Serena.
I don't buy that Hyberion, Wolfheim, and Warrod would lose to God Serena, especially when G. Serena hasn't shown us anything incredible. God Serena's feats are borderline underwhelming.
A couple of basic elemental dragon slaying spells (water, fire, wind, earth)... and he is considered > Mira and Minerva???
Minerva can teleport and control the laws of space while Mira can produce nukes 20x the size of God Serena himself.
As for Mira, she evaporated
Sea-water. Salt water (from the sea) is a lot more difficult to evaporate compared to fresh water (from a lake, which is what Natsu evaporated).
And keep in mind that Natsu is a heat-based mage, so that's expected of him.
Idk about you, but that doesn't look like a little bit of sea water to me. That is a long trench worth of salt water. And Mira doesn't even use heat magic.
The mere intensity of her explosion was capable of that feat.
