Well to be fair, Kagura was stronger than Minerva way back in the grand magic games. She did way better against Erza than Minerva did. We also don't know if Minerva actually beat a Spriggan Historia of if they just fizzled out because Neinhart couldn't maintain them. I can still see where you are coming from. However, if defeating a Spriggan Historia puts Minerva above Kagura, then Rogue should still be ahead of Minerva. His power allowed Sting to take on Larcade. Not to mention Elfman, who managed to defeat Ajeel (I'm going to assume Lisanna provided minimal help in the damage department). I think Kagura being on the list is okay. It's within a reasonable margin of error. Rogue, Minerva, and Elfman aren't outstanding candidates anyways.
Your "reasonable" ranking is terribly unreasonable to Natsu. Natsu has better feats than Jellal, he defeated an Irene enchanted Neinhart in base mode. He also has better feats than Mirajane, defeating Jacob with far less effort than Mirajane did. He also has better feats in FDK mode than he did in END mode, so he should at least be on Gray's level. I agree that placing Natsu in 1st is unreasonable at the moment, but even that would be up for debate depending on how well he does against Zereff versus how well Gildarts does against August. But I digress, as I've come to expect Natsu hate from you.
I can't wait to see the lowest score for Natsu I think you will be mentioned 
Ranking Mirajane and Kagura above Erza is reasonable. Ranking them below is really, REALLY unreasonable.
. I find Gray in the top 10 odd though but don't mind me, I consider him weaker than most of the people on here
