Why there is a statue for Erdoghan in Germany? Is it for strengthening Turkish-German relations?

I thought turks and germans hates on each other from what i've seen in online games, building a statue for a turkish leader in German city is weird imo xD

It's a provocative art installation in the frameworks of the biennale contemporary art festival probably highlighting the failed integration of conservative turkish migrants from the 70s and their high approval of Erdoghan respectively
