All you said about urek using one percent of his finger is headcanon. He did used 1 percent tho.

Yep it was one percent of his power .

But keep in mind that it isn't because he used 1 percent against Karaka that it was the amount needed to beat Karaka .

If you look back at the attack it destroy Karaka and go way beyond that and make even the FOD tremble .

Didn't the ranking administration know the records too? Why would they rank Urek above Gusting who clearly has more influence too?
