In this chapter we are seeing the guy with baek ruin in a dark palce and that guy had given him power if the words spelt here are true , so that guy is irregular surely because we haven't seen him anywhere

Receiving power from an Irregular doesn't mean you are at their level though. Gustang's Librarians are a perfect example. Traumerei's Heads as well in a way. THey got some of his beasts but they aren't comparable to him.
