Hmm, IIRC during the LPB and PB war traumerei only really became active when he saw the shinwonryu ship. Before that he was rather indifferent to what was going on. It's been implied that the family heads removing their memories does not also remove the emotions associated to those memories. So perhaps when traumerei saw the ship it stirred something in him. Did gustang even know? Or it also stirred something in him and just felt like using it that way?

There is Gustang's ship and there is the Revolution one. They are different.
