I mean scare off pain because Naruto has already taken out the majority of Pain's bodies and with Danzou coming, it puts Pain in a bad spot.
Danzou just seizes the opportunity so that he can make himself look good and become the Hokage.

Why? It would not make much sense for Naruto, who just recently learned sage mode, to be able to defeat pain when Jiraiya could not.
