Re: The Best Akatsuki pair.. Yeah, I'll agree with that. If you're going to work as a team, you want your abilities to play off each other's skills, jutsu, etc. Therefore I do believe that Hidan and Kakuzu are definitely one of the more superior teams, for that fact alone.

Re: who is the strongest ninja/shinobi? I don't know. In Jiraya's message, didn't it say that the real one was not with them? I really think that it's just some advanced puppetry, and if that's the case, Nagato's the only one that needs to be taken out. Obviously easier said than done...
