Chapter 703 came out yesterday.
Looked over the whole thing (it's in Japanese, so I couldn't read XD) and it seems that Okiya knows of the B.O. It might be a mislead(er?) or just a lead, but I don't know.
Frankly I don't think he's "evil". There's too much stuff in the manga that hint that...
