I think you guys are reading into it way too much. Reiner and Bert said they couldn't guarantee her safety meaning beyond the walls everyone is in danger. Look how easily the armored titan was overwhelmed by a group of regular titans, not to mention Bert's transformation is useless for anything...

As I said before I don't doubt that number at all given how big the wall is, just that I had never seen it used in either the anime or on any manga Edited Mangas. By characters I was referring to Marlow and the other rookie MPs, I'm well aware of the back stories of all the main characters.
