Pretty sure in 886 luffy says Observation Haki can run out but he doesn’t want to use that strategy against Kata because he wants to beat him at his best.

Kata has probably used up a lot of his haki and is now being more conservative in its use. He probably uses it up faster dodging it with his trick than just regularly dodging. Luffy has said it can run out and maybe Kata is trying to keep a reserve for when Luffy goes into G4
