I think that the ones who don't need a bounty are the ones who are : 1 - Very famous (Cuz I suppose... on one hand, bounties are made to make aware of someone as an outlaw) 2 - Too powerful/Dangerous (Cuz on the other hand, bounties are made on the thought that there are some willing...
