Yep,thats for sure,but what if they want to operate with Marley's ships,that would be hard for them,they'll either force Marley's soldiers to operate with ships for them either they'll force them to teach them how to operate with those ships.

The only logical way for them to get from marley to paradi and come back is with a ship , wich why wouldn't they have? they did back when grisha was sent there, so why not 20 years later. They could even have helicopters or submarines ,wich would be an easy transport as well. As you said now...
