I'm pretty sure Ultear has not become young again but is only shapeshifting to appear young (remember in the Deliora arc in Galuna island when she took the appearance of a male shaman?).
Also, mages don't lose their magic with age (Makarov, Precht, Warrod, Wolfheim, etc.)
