When he was fighting the kyuubi in his mind, did he still possess the kyuubi's chakra?? Was he still tapping into the kyuubi's chakra given that he was currently fighting the kyuubi?

We don't really know if all the previous kazekage's have the same ability..maybe we'll find out once gaara and his father meet..or maybe it's a clan thing just like with the nara clan..they can control or use shadows as weapons while gaara's kin can...

I doubt that the mist hindered the other swordsmen.. they are called "Seven Ninja Swordsmen of the Mist"..it would be ironic if they can't even fight when there's mist all around..
