ToC is ultimately decided by the main editors and they should focus more on sales and potential rather than rankings that they have control over. There's no reason why a series like Hinomaru survived so many years with its bad sales and no growth without favoritism

I like PS because the characters are likeable and the main duo have a great dynamic so I have fun reading it. The plot isn't anything special so far but that's fine since it's still enjoyable and fun. There are still things I wish were different or more developed but it's not bothering me for now
Not a fan of Elusive Samurai so far, hopefully the upcoming chapters are better but I'm not a fan of historical stories in general.

You're not wrong but considering the first volume sold better than every new 2020 manga except Mashle and Ayakashi, I would expect the editors to want to push it more like giving it a higher placement on ToC. It comes across as if the editors want the series to fail and get rid of it asap...

I see your point but there are tons of well-written manga that never become successful and a lot of badly written manga that become successful so I do believe luck is the most important thing. No one undermines the writer when they say a story's success happened because it was at the right place...
