That's a good hypothesis, maybe the war between humans is still going on and the humans inside the walls are the "reserves" in their army; maybe that's why Reiner & co (the warriors) try to eliminate the humans inside the walls, to deplete the enemy forces.

Me too, I can accept that the shifting ability can be transfered by eating a shifter, but it can't be the only way to be a shifter, there has to be more than that; same with memories, I doubt Ymir has Berik's memories for instance. What I understand is that she died as Ymir the human and "born" and lived as Ymir the titan, then Ymir titan died and Ymir the human (as a shifter) was "born" again. So when Ymir human died she didn't remember anything about the period of Ymir titan, that is why she didn't know she ate Berik.
