I'm inclined to agree. He was hoping Sasuke would choose the right path, rather than revenge. Sasuke did not meet his wishes... But after realizing Sasuke hadn't chosen the right path, he attempted to fix that by removing all of Orochimaru's influence and entrusting the rest to Naruto...
