Luffy's fruit is about freedom and imagination. It happened to be attuned to rubber from the start because he was told that it was a gomu gomu no mi. All of his gears manifested from the type of opponent he was dealing at those moments. So yes, his fruit is about imagination and freedom.

after the war obviously it appears that there will be a timeskip.. like what shanks said, it's not yet time for him to make an appearance at luffy's current level. Maybe a 5 years time skip will be worth enough for my cents.. luffy will be in coma state.. it seems like he'll not be able to make...
