Sharingan could copy every technique that is not bloodline limit... it says that, no argument. It is up to the strenght and genius of the user to be able the execute it. For example Lee's Lotus.... It caused alot of strain on Sasuke's body when he tried to copy it. Why because he is not fast...

For some reason I think that either kakashi or the 4th thought of making each extreme form of jutsu. what i mean by this is: kakashi may have seen the 4th fo the rasengan and saw it was 100% form manipulation.... and he was like, if he could do that, I will make 100% nature manipulation...
