You can't really say that because it's never really been proven. Itachi and Sasuke have amazing genjutsu ability with their sharingan, and I doubt the ability is limited to just them. Kakashi did somehow get the MS.

You guys are totally leaving out the option that Pain is in a genjutsu. Kakashi never fully explained his plans, he just said "Can I count on you guys?"
I also don't believe Kakashi is good enough for Hokage. I mean, after every battle, he is in the hospital...
