Its actually the problem with Reiner. Reiner developed a dual personality - A Soldier and A Warrior. This was his coping device when doing this undercover here (its actually a problem among people going undercover, they lose sight of their original objective and get too attached to their role)...

Bert, at the last minute, decides not to transform, and instead lands next to Armin, who he pushes into a corner. (Mikasa had ran away at that point) Bert tells Armin to listen to him, because if he doesn't he'll kill Armin. Then it shows Mikasa realizing there was no explosion and heading back...
