From what i know, Every OFA user lives within OFA's core, and the line little brother means AFO is telling his little brother to lend him his body (which is Izuku since AFO's brother is in OFA's core. And he could probably hear him) hence why the force activation quirk was directed towards Deku...

So i think i may have got what is going on here, when Shigaraki (or AFO) says "lend me your body little brother " i think he wanted to take over deku's body to cause more damage to his surroundings and actuallt control OFA, then Bakugo jumps in and takes the blow instead, which might mean...
