So that Haki type gives him a 6th sense of knowing if an enemy or someone is near like in DBZ, Bleach or in Naruto where they can feel someone's "Ki", "Raistu" or "Chakara". So in this case, Luffy can feel someone's "Douriki" level with that Haki type.
