I dont think we can say anything about his eye basing on the front page. It will turn into same sort of discussion we had about his missing arm. Even if he lost it I'm certain it hasn't weakened him in any way.

I'm much interested in Luffy's level of haki. I reckon Rayleigh saying something like "dont use the COC until you master it, otherwise you will affect innocent people" - now it took Luffy just a second to look at fake strawhats and he knocked them down WITHOUT affecting "good" people around...
