To block those "soldiers" from taking the Hunter exam, would require "a great change in the existing method" (Commandment 9) and Pariston has enough support that he should be able to block such a change.

Pariston probably don't even care about the results of the current election.
If he should lose, he'll just have to wait until X day and get this hybrids as new hunters and use Commandment 8 to oust the chairman and get himself...
