Enma is likely just a high quality blade, only someone of Oden's caliber could make the most out of it.

Great art and shock factor but that's all it had going for it IMO. Shigaraki is still a one-dimensional villain and man-child. He's learnt nothing from Stain and Overhaul, his statements on the hero society were all pointless, he has no deep motivations, he's simply a psychopath.
