I agree, I also reckon that Kizaru can't think that fast and his brain's reactions aren't up to the speed of light, so in some situations he may have to actually slow himself down.

It's true that Luffy is shorter than Hancock pre-time skip but you should take what's in the anime with a grain of salt, as it's non-canon.
