I think a potential they could have been referring to is what decade do we count series that started in say 1999 (Naruto) as part of? The vast majority ran in the 2000s not 1990s so if you grew up with 90s Jump you'd barely if at all know Naruto while 2000s Jump enjoyers would know it a lot...

While I agree with you the block it airs in only airs 2 cour shows (right now Shangri-la Frontier Season2, previously Yozakura Family, etc). It would be weird to suddenly move it out of the block it's been in since season 2 for the final season.
