True, but he seems to need someone synced to Gedo Mazo/Demon statue and I do not think he wants to be that guy. Also, it is now clear that the two of them already met before the fight in which Yahiko died...

I think Madara was behind the Gedo Mazo sync... he manipulated what he could to make sure Nagato would sync to it.
