Gai can use Ninjutsu and Genjutsu, he just don't have any talent to learn and use it. He is not unable to use. But he don't have any ability to master Ninjutsu and Genjutsus. I think that he trained his whole life to be able to use a simple Kuchyose, which is a C rank's jutsu.

But Gaara's Sand is not made of chakra. Gaara just control the Sand with his own chakra. Madara absorbed the chakra that was controlling the Sand. Goemon is all made of chakra.

Many things in Naruto's Universe are overestimated! For exemple: Absolute Defenses, Shiki Fujin, Ninjutsu that is impossible to escape or survive. Every jutsu has a weakness. I don't think that the Madara(Juubi Jinchuurik) can be sealed in the Tools. First of all, only Senjutsu work against him...
