Alright, so the issue is buyable at 発売, in this case 8/12, while it's taken off the shelves at 発行, which is 9/2. And since it was a Double Issue, there was no release on 8/19, while the latest Naruto chapter (#643) will be released on 8/26, right?

So we have 8/12 for the 発売, where the issue is released/buyable everywhere. But what about 発行? Why would they publish the same issue a few weeks later again?
