Not trying to nitpick you or anything (since I mostly agree with your other points), dude. IMHO, Roger didn't do anything about the civil war at Skypiea because the Kami at that time was Gan Fall. He was pushing for peace talk & didn't engage the Shandian like his predecessors or Enel did.
