You're right Danzo always seems to be plotting with all the vilains in the narutoverse (Hanzou, Orochimaru, probably Madara...) but maybe that's just because he thinks that befriending these guys is a way to avoid their wrath and protect Konoha. Danzo remains very mysterious, it's hard to read...
