Black Whip has advanced in power while incubating within OFA. If Shiggy could break it so easily he would already have done so. As long as Deku keeps his arms bound Shiggy's ability to use decay isn't likely to happen.

Deku did not release Shiggy in order to connect with Bakugo. He wrapped Tomura in Black Whip before doing so.

Imo it appears that Midoriya does transform when calling upon OFA 100%, but only when using it. Along with his hair turning spikey and changing color, his musculature expands across his chest, back and into his arms. He just doesn't retain it when not in use at 100 %.

I agree with you. A view of how our heroes escaped from that house explosion and an expansion of Deku's battles up to Dictator would have been very welcome and would have given the animators some space given that they are so close to the manga at this point. On top of that, the anime continues...
