Well Madara said he couldn't refuse Kabuto, so I'm thinking maybe Kabuto summoned the other half of the Kyuubi chakra. Madara will need this for his Moon eye plan.

I would not, those that wanted the Uchiha dead formed their decision based on either fear or ambition. The dead children of the Uchiha call for the head of Danzou and the elders.

I still think Madara has something to do with Tobi. I mean we've never seen any other sharigan user use Kamui except Madara and Kakashi and where did Kakashi get his sharigan from.
