I think what Aizawa meant about the 5% is that he's referring to the amount of people who applied for it every year, not just the students. I don't think the provisional licenses can only be applied for by student heroes. The percentage of student heroes who applies for it can be far higher...

It's pretty obvious what kind of strategy that Deku will come up for against All Might. It's a strategy that only he can come up because he knows the single weakness that All Might has... which is time. They just need to delay as long as possible till All Might is out of strength.
