I think the 'drums of liberation' are an expression of Luffy's Conqueror's Haki in Gear 5, he might not have used it to full effect against Lucci.

Luffy 'died' before awakening Gear 5 against Kaido, and the Straw Hat Grand Fleet has his Vivre Card. Wouldn't be surprised if that thing shrunk to a tiny flake as Luffy was on the brink of death only to grow back to its full size after. For all we know, the fleet could've hauled ass to Wano...
