I don't think it's a good idea to make it all OVAs, they can't fit a single arc in 30-40mins and that's why this first OVA is the prototype chapter. Since the manga is very slow( 1 chapter per 2 weeks) They won't have enough material for 24 eps so making it into 12 episode parts with this...
